Bad URL give to the ivy resolver is given back

I misused the ivy resolver by telling it that it must search for artifact and
ivy files in my local directory (c:\data\ivy\repo).
So, the first part of the resolve (resolution of dependencies) is working like
a charm, but not the second one (finding the artifact).
My problem was solved when I used the filesystem resolver. But IMHO the problem
of BAD url is only throwed during the second part. IMHO, it should check if the
information I gave is correct sooner in the processus.
