An "installer" would be fine: Ivy ;)
A "bootstrap" Ivy download without any dependency and working from commandline
and a starter which asks for the dependency to load and then load them. Maybe
some "profiles": command line - Ant - IvyDE - all
... the starter could also be a WebStart application ....
