Today, to have an ivysettings path relative to the root of a project, the
expected path should look like: file://./ivysettings.xml
The proposal is to introduce a new scheme project:, which also should allow to
point to other project. For instance:
projet://mymasterproject/ivysettings.xml
projet:///ivysettings.xml => point to "current" project
