Resolve does not take place when ivy.xml is changed

If I change ivy.xml in a project, this does not trigger a resolve. Nor does a
clean of the project.
The only way to trigger a new resolve is to go to preferences and change the
ivySettings file to another (identical) copy - this then triggers the resolve.
I end up with two copies of ivySettings.xml that I swap between jsut to do a
resolve .
