I've reviewed publish algorithm to make Ivy detect missing artifacts earlier.
It has the side effect that no publication event for missing artifact are
triggered any more. But I don't think it's an issue, the list of missing
artifacts is still returned, and I guess most of the time failing on missing
artifact is the best behavior.
