In Eclipse 3.4, there is now a filter option to allow to see "Empty library
container".
So as there is a workaround to still be able edit the configuration of ivy
container for Eclipse 3.3, I will close it as "Won't fix". Please reopen if
somebody disagree.
I will add some doc about it.
