ProjectHelper2 ( https://svn.apache.org/viewcvs.cgi?view=rev&rev=2 ) sets the
target's name before setting the dependency list since
svn revision 393610 ( https://svn.apache.org/viewcvs.cgi?view=rev&rev=393610 ),
