contains antunit tests for this, in particular the
testFileSeesInternalProperty in
http://svn.apache.org/repos/asf/ant/core/trunk/src/tests/antunit/taskdefs/subant-test.xml
is your original test case - and it passes in trunk.
Looks as if the problem has been fixed somewhere on the way.
