It is not documented, but the includeemptydirs attribute applies to
preserveintarget as well.
svn revision 723583 ( https://svn.apache.org/viewcvs.cgi?view=rev&rev=723583 )
contains a testcase that shows that empty dirs are
preserved if the attribute is true.
It may be a good idea to have a separate attribute to control the behavior.
