Allow ivy settings to be relative to project path

Sometimes it's convenient to push out settings files inside the project , to
insure that all devs have them configured correctly. At the moment I can only
specify an absolute path for the settings file. I would welcome being able to
set it relative to the project.
For me personally it would be enough to have a ${project.dir} variable, no need
for GUI.
