Allow variables in ivy settings path and properties file paths

I'd like to be able to use variables (such as those available on the launch
configuration arguments tab) when specifying locations of ivy settings files,
and properties files.
Bonus points if you can access a variable defined in one of the properties
files in the path of the ivy settings file.
