When a configuration is not transitive, the {{transitive="false"}} attribute
must be written, but currently it is not.
It can safely be skipped for the common case of confs being transitive, since
[that's the
default|http://ant.apache.org/ivy/history/latest-milestone/ivyfile/conf.html].
