The ivy ant task by default looks for ivysettings.xml in the same location it
looks for ivy.xml. See:
http://ant.apache.org/ivy/history/latest-milestone/ant.html
It would be good if IvyDE would show a similar behavior, greatly reducing
configuration differences between IvyDE and Ant Ivy.
