When property files are specified in global configuration they are correctly
loaded before ivy is configured from settings file. But when these properties
are defined at project level they are just ignored.
Also I thought that project level configuration is supposed to OVERRIDE global
settings but no to be APPENDED to them. In case of project level property files
global files are loaded anyway.
