If username in system, where I was executing Apache Ivy, contains Russian
symbols (if encoding different from ASCII) - Ivy not working with default cache
location, which located under my %USER_HOME%/.ivy2 directory, and dependences
couldn't be resolved.
Ex.:
successful cache path (if create it by hand) - C:\cache\.ivy2\
error (if using default cache location) - C:\Users\Евгений\.ivy2\
Please, fix this issue ASAP, because this is critical for many users.
