https://issues.apache.org/bugzilla/show_bug.cgi?id=36804 added support for
namespaces to the echoxml task and was included in revision 688091, which was
first released in 1.8. http://ant.apache.org/manual/Tasks/echoxml.html
correctly states that echoxml was added in 1.7, but doesn't state that the
"namespacePolicy" attribute was added in 1.8.
