Add support for loading properties files from a url versus the local file
system. I use a set of common properties and settings files stored in version
control. Our common ivysettings.xml is allowed to be entered in as a url, but
a common .properties file is not. Since you can specify one via url and not
the other, it makes it appear as broken in this regard.
