The download page has some instructions that are not quite right.
% gpg --verify apache-ivy-2.5.0-bin.tar.gz.asc
should read
% gpg --verify apache-ivy-2.5.0-bin.tar.gz.asc apache-ivy-2.5.0-bin.tar.gz
