Almost all files in the bin distro use this kind of snippet:
Licensed to the Apache Software Foundation (ASF) under one or more
contributor license agreements. See the NOTICE file distributed with
this work for additional information regarding copyright ownership.
The ASF licenses this file to You under the Apache License, Version 2.0
(the "License"); you may not use this file except in compliance with
the License. You may obtain a copy of the License at

Unfortunately, this is believed to be wrong because the change from HTTP to
HTTPS is not reflected in the license.
We have tried this in HttpComponents too, and failed. See
https://issues.apache.org/jira/browse/LEGAL-536 as well as
https://github.com/apache/httpcomponents-parent/pull/3#discussion_r479826870.
Consider to instantiate the original notice.
