   i may encounter the same problem,  apisix 2.13.2
   when i enable the plugin in config.yaml,  such as node-status or log-rorate, 
then the metrics url return 503
   (even just add plugins key in the yaml, enable nothing)
   
   the route config in apisix.yaml:
