In this PR 1. I changed the version number to `0.3.0-SNAPSHOT` 2. When issues.apache.org/jira/browse/INFRA-23523](https://issues.apache.org/jira/browse/INFRA-23523) is done, I will deploy `0.3.0-SNAPSHOT` to Apache Nexus, but of course, I will not release it to the official repository. 3. I will verify `0.3.0-SNAPSHOT` locally (download it via the Apache Maven Center's SNAPSHOT repository) 4.
