   ### Issue description
   
   
如果apisix是新集群且没有任何apisix对象，controller启动时list所有apisix的对象，会出现404报错，导致controller无法初始化完成

   ### Environment
   
   - your apisix-ingress-controller version (output of 
apisix-ingress-controller version --long): 1.4.1
   - your Kubernetes cluster version (output of kubectl version): 1.16
   - if you run apisix-ingress-controller in Bare-metal environment, also show 
your OS version (uname -a): centos7.6
