   ### Description
   
   首先有两个插件
   大致流程是
   
   客户端请求经过第一个插件，会在请求头中添加属性

   然后第二个插件会进行这样的配置

   按理说不等于的时候才会执行第二个插件，但是经过我的测试不管是等不等于，插件都会执行
   
   所以我认为可能是filter属性没起效果，获取不到请求头里的属性值
   
   但是我在第二个插件的access阶段，获取请求头属性值是成功的

   - APISIX version 2.15.0
