Two CI test:
[mtls](https://github.com/apache/apisix/pull/2036/checks?check_run_id=1072755716#step:6:57)
and
[current_luarocks(cli_test)](https://github.com/apache/apisix/pull/2036/checks?check_run_id=1072755675#step:6:279)
seems to take `init_etcd` as the premise. Since when no `/admin` got inited,
it would return `key not found` error. Do you have any suggestions for this
place?
