   Here I deleted all resources and tried to recreate the `basic_plan` consumer 
group but I got the same error message:
   
   ```
   {"error_msg":"failed to check the configuration of plugin limit-count err: 
group conf mismatched"}
   ```
   
   This doesn't make much sense as there should be no existing group 
configurations to even mismatch against. Could anything be cached?
