   ### Current Behavior
   
   When http traffic carries the `Content-Type: 
application/x-www-form-urlencoded;charset=UTF-8` header, post_arg cannot 
correctly distribute grayscale traffic.
   
   Using `Content-Type: application/x-www-form-urlencoded` as the http header 
traffic-split can distribute the traffic normally.
   
   ### Expected Behavior
   
   When http traffic carries `Content-Type: 
application/x-www-form-urlencoded;charset=UTF-8` and `Content-Type: 
application/x-www-form-urlencoded` headers, both grayscale traffic can be 
matched normally. .
