   ### Issue description
   
   casbin model.conf not loaded
   
   ### Expected behavior
   
   casbin policy to be executed
   
   ### How to Reproduce
   
   Configure as shown in the screenshot. I believe the path where the model and 
policy needs to be placed is wrong. please advice.

   - etcd version, 3.5.7
   - apisix-dashboard version, if have: 3.0.1
