### Description <!-- Please include a summary of the change and which issue is fixed. --> <!-- Please also include relevant motivation and context. --> The CLI tests seem to be [failing repeatedly](https://github.com/apache/apisix/actions/runs/6926888586/job/18839768528#step:7:7489), although when the schema was updated in #10339 the tests were passing. If the schema change is causing issues, we might need to revert that PR and find the underlying issue.
