[I] can not disable global-rule [apisix-dashboard]

   ### Issue description
   
   can not disable global-rule
   
   ### Expected behavior
   
   
   disable the global plugin
   
   ### How to Reproduce
   
   1. make sure there is no global-rule in the gateway.

   2. Enable a plugin in global.

   3. Disable the plugin
