### Description
At present ，limit-count plugin will response faile (http response code
return 500 ) when redis is unavailable.
I expect the limit-count plugin to have a configuration item that controls
the processing behavior in such a scenario. For example, 1. traffic limiting is
abandoned and continue processing request 2 .Traffic limiting fails and the
request is rejected
