### Description config.yaml 配置全局开启插件 request-id，但是始终不生效，apisix dashboard 插件页面显示也是空白的，apisix和dashboard都是部署的最新版，目前只能通过dashboard 手动启用指定插件，帮忙看看什么原因，谢谢 config.yaml is configured to enable request-id globally, but it does not take effect. The page of apisix dashboard plug-in is also blank. apisix and dashboard are both the latest versions of the deployment.
