[I] help request: Update route's plugin config by admin api, but not effective in real-time [apisix]

   ### Description
   
   1、updated route's plugin config by admin api, at **01:38:34** （**before 
this, I had done multiple updates in a row, and most of them took effect in 
real-time）**

   2、the plugin not effective in real-time, and create a new route info at

   - APISIX version (run `apisix version`): 3.2.2
   - Operating system (run `uname -a`): 5.4.236-1.el7.elrepo.x86_64 #1 SMP Mon 
Mar 13 21:36:53 EDT 2023 x86_64 GNU/Linux
   - OpenResty / Nginx version (run `openresty -V` or `nginx -V`): nginx 
version: openresty/1.21.4.1
   - etcd version, if relevant (run `curl 
http://127.0.0.1:9090/v1/server_info`): 3.5.0
   - APISIX Dashboard version, if relevant:
   - Plugin runner version, for issues related to plugin runners:
   - LuaRocks version, for installation issues (run `luarocks --version`):
