### Current Behavior
An APISIX cluster was created via Helm with 3 etcd nodes, 3 APISIX nodes,
and 1 apisix-dashboard. Currently, it has been scaled down to 1 etcd node and 1
APISIX node. Now newly created/configured routes do not take effect, and
requests return: `{"error_msg":"404 Route Not Found"}`.
How should we troubleshoot this?
