## Task Improve API Governance Practical Guidance (P1). ## Changes - Replace generic process advice with a clearly hypothetical partner Orders API example covering ownership, contract checks, deployment, authorization, quotas, exceptions, and retirement. - Connect controls to accountable roles, enforcement points, and retained release evidence in a three-column checklist. - Distinguish specification linting from compatibility and implementation tests, gateway authentication from service-side object authorization, and reusable plugin configuration from mandatory policy enforcement. - Explain Route-over-Plugin-Config precedence and link the relevant APISIX documentation, OWASP API1, and Spectral's official project. - Remove repetitive advice while preserving the existing title, description, URL, frontmatter, and heading anchors. Only `website/learning-center/api-governance.md` is changed. No product behavior, plugin documentation, canonical, or hreflang changes. This is a reader-utility improvement, not a claim of demonstrated SEO gains. ## Validation - Passed frontmatter lint, repository remark, Markdownlint, content lint, Learning Center registry checks, and `git diff --check`. - Verified all three newly added links return 200 and the new documentation fragment exists. - Confirmed unchanged frontmatter, preserved existing heading IDs, and no duplicate IDs or broken table-of-contents links. - Inspected 1440x900 and 390x844 content previews, including the example and checklist table. Previews used the repository's Astro Markdown processor with a captured production HTML/CSS shell; they are not a full site integration build. - Independent content and technical-boundary review found no actionable issues. Full Astro/Docusaurus builds were not run: the local machine has approximately 17 GiB free, below its configured 30 GB safety threshold. CI still needs to validate the full site build.
