## Why this PR is needed GitHub has started routing ubuntu-latest jobs to Ubuntu 26.04. The release/3.19 Link Checker workflow still requests Python 3.9, but actions/setup-python does not publish a Python 3.9 x64 build for Ubuntu 26.04. As a result, the job fails during Setup python before the link checker runs. This is the failure currently visible on #14080. Master already addressed the Ubuntu 26.04 migration in #14070 and uses Python 3.12 for this workflow. The release/3.19 branch did not receive that workflow change. ## Change Backport only the Link Checker Python update from master: use Python 3.12 instead of Python 3.9. This deliberately avoids backporting the broader dependency, OpenResty, Docker, and test-runner changes from #14070. ## Validation - The official actions/python-versions manifest lists Ubuntu 26.04 x64 builds for Python 3.12. - The same manifest has no Ubuntu 26.04 x64 build for Python 3.9. - The workflow YAML parses successfully. - The downloaded link_checker.py compiles successfully. - git diff --check passes. - Master uses Python 3.12 in the same workflow.
