This issue needs a fix in ADC. When reading existing Global Rules, ADC flattens them into plugin entries and loses their original rule IDs. It then uses plugin names as rule IDs in deletion requests, resulting in repeated 404 responses when the actual IDs differ. The proposed fix preserves the real IDs of rules that do not follow ADC's convention, allowing sync to delete those rules and reconcile the desired configuration into rules with one plugin per rule and the rule ID matching the plugin name. Plugins that should remain enabled must be included in the desired configuration. The fix is being tracked in [api7/adc#627](https://github.com/api7/adc/pull/627) for ADC's Rust implementation; it has not been merged yet.
