Bump the brotli library built into the images from 1.1.0 to 1.2.1, the latest upstream release. Applies to the debian, ubuntu (`utils/install-brotli.sh`), debian-dev and redhat images. 1.2.1 builds with the same cmake steps, installs to the same layout, and keeps the `libbrotlienc.so.1` / `libbrotlidec.so.1` sonames, so the `brotli` plugin and response decoding keep working unchanged.
