Completed by #14147 on `master` and #14148 on `release/3.19`. Both branches now maintain the Admin API specification as modular YAML, generate the existing self-contained JSON artifact with the documented pinned workflow, and use CI to validate the specification and detect stale generated output. Both migration PRs verified semantic equivalence and deterministic generation. Follow-up corrections in #14160 and #14137 also demonstrate the intended workflow: reviewers can focus on the relevant source modules while the generated JSON remains available for consumers.
