   * apisix version (cmd: `apisix version`): 2.0
   * OS:CentOS 7.8
   
   ### Minimal test code / Steps to reproduce the issue
   I opened Skyworking in config.yaml and restarted the service, which did not 
take effect
   
   ### What's the expected result?
