   The problem has already been settled. should  increase ---set 
etcd.volumePermissions.enabled=true  when installation。Complete install 
statement is helm install apisix ./chart/apisix -n default \
       --set allow.ipList="" \
    --set etcd.volumePermissions.enabled=true
