I guess option 1 and 3 would be fine. Option 1 (say `make api-build`) for not bloating the binary size for the users who just need manager-api only and option 3 (`make build`) as a complete package. Also option 1 would be helpful for fast debugging as each time building the web would incur significant time. We may update the docs stating the benefits and options.
