   we can see `Upstream` u1 has been deleted, so in your target line, use `PUT` 
method to update a upstream, if there is no one exist, a new upstream will be 
created, in other words,

 will create a new `Upstream` id u1 without name.
   
   refer to our api doc: 
https://github.com/apache/apisix/blob/master/docs/en/latest/admin-api.md#upstream
   `name` is an optional field, so it does not matter to omit it while create a 
new upstream.
   
   
   and for your local case, may I ask if there is already a upstream id u1 
existed?
