### Issue description Deploy steps: - use `helm template`to generate yamls for K8S. - use `kubectl apply -f ` to apply all files. But when I run these steps with change anything, some of Apisix pods recreated, but one of Apisix pod still be Running.   Which configuration caused this behaivor?
