### Issue description
版本:2.9
需要帮助：
开启limit-count插件（window设置的较长），一段时间不访问后，再次首次访问会报500错误，之后是正常的，日志里并无首次访问的500错误。
### Environment
- apisix version (cmd: `apisix version`):2.9
- OS (cmd: `uname -a`): 3.10.0-862.el7.x86_64
- OpenResty / Nginx version (cmd: `nginx -V` or `openresty
