   容器内jar包启动后，name方法内有打印，但是做插件请求接口测试的时候，filter内无打印没反应。
   之后测试了jwt-auth插件，是有效的，所以猜想是不是ext-plugin-pre-req内的自定义插件无效
   
   ### Environment
   
   - apisix version 2.10
   - OS  Linux master 3.10.0-1160.6.1.el7.x86_64
   - apisix-dashboard version, 2.9.0
