[ASTERIXDB-2943][STO] Upgrade Snappy to v1.1.8.4
- user model changes: no
- storage format changes: no
- interface changes: no
Details:
- The current Snappy version v1.1.7.1 has a bug when running on aarch64
- Also, it is not supported by the new Apple Silicon
- Probably uses the Java-pure version
- v1.1.8.4 solves those two issues
