Description:
It would be very useful for testing and debugging purposes to have an internal
flag to turn off pruning during join enumeration. This will enable us to debug
issues when good plans may have been pruned off due to incorrect costing or
other reasons.
We need to ensure that we don't degrade the current planning process.
