[ASTERIXDB-3196][TX] Support atomic Txn with no WAL
- user model changes: yes

Details:
- Prevent concurrent metadata catalog modification.
- Introduce atomic txn without WAL that will persist
all records on commit or delete on abort.
- Compute-storage separation fixes.
