On some machines (in this case my machine), NCServiceExecutionIT will fail at
test cases containing special characters. The reason is the
HyracksVirtualCluster is not started with default file encoding UTF-8. This
will cause cc return false result. Add JVM parameter in the config can resolve
this issue.
