IFaultToleranceStrategy should be renamed to something that suits its
functionality, which is coordinate NCs start up sequence before declaring them
ready for use in the cluster state manager. It should also be extensible so
that extensions can customize the startup sequence of a node (e.g. load
extension libraries).
